pressure on housing and space. Local Area
Plans (LAPs) are place-based plans that strategically
bring together
ideas for housing, infrastructure, amenities, and community
needs to support our growth through residential intensification.
The LAP’s ensure that medium-density residential
development occurs in a planned way within the existing community, and that the
region’s economically important growing land is
protected.
The current LAP programme focuses on four key areas within Hastings as below. Additional LAP’s will be developed for other urban areas in the district in due course.

The Hospital LAP is situated around the Hawke’s Bay Hospital and Kaweka Health hub.
The North LAP is situated around Cornwall Park with historic homes and a unique neighbourhood feel.
The West LAP is situated around Stortford Lodge, a key area for housing growth.
Medium density housing makes better use of serviced land, reducing expansion into fertile areas. It promotes greater diversity and high-quality housing into the market, providing for a wider range of ages and life stages. Intensification enhances community vibrancy and supports local businesses. Exceptions for character residential areas protect unique architectural styles and preserve historic charm.
Amenity open spaces like parks, playgrounds, and green spaces are essential as neighbourhoods grow. They offer places to relax, play, and connect with nature, promoting health through walking, exercise, and fresh air. These areas foster community by bringing people together and support the environment by cleaning the air and providing wildlife habitats. As development increases, open spaces ensure a balanced, welcoming neighbourhood.
As our community grows, improving transport options and active transport is vital. Better roads, safe footpaths, and bike lanes encourage walking and cycling, reducing traffic, improving air quality, and promoting a healthier lifestyle. Expanding transport choices ensures that even those without cars can easily get around, fostering a more connected, inclusive community while reducing congestion and supporting sustainability.
Three waters—drinking water, wastewater, and stormwater—are vital systems managed by Hastings District Council. Drinking water is sourced from the Heretaunga Plains aquifer, with efforts to reduce water loss and improve efficiency. Wastewater treatment ensures safety and prevents pollution, supporting growth. The LAP’s will be completed, following community engagement, in mid 2025. The next phase will be the implementation of elements of each plan which, subject to funding via the Annual Plan, is expected to commence in late 2025.
